Here is the process now for Puerto Rico:

Of those, 1,827,021 voted, giving 77.71% voter participation with 95.74% of polling stations reporting. Puerto Rico’s Resident Commissioner Pedro Pierluisi and outgoing Governor Luis Fortuo have stated that they will present the results to the Obama administration and leaders of the United States Congress.[14] President Obama has said that he will support the will of the Puerto Ricans if there was a clear majority.

Of the non Blank ballots, Statehood won by better that 1.5-1.

Statehood got 330k+ more votes than the next largest vote group, the doofuses who left it blank. Think the chance for the 50 star flag’s survival are shaky.
