No it doesn’t and it really doesn’t matter because you’re not calling the shots. Obama wouldn’t do anything as you suggest. Do that and the USA will only have one friendly nation left in South America, Columbia, which is busy sucking off the USA over the war on drugs. The rest of South America would be against any such fantastical actions.
