IIRC that article goes way back, when the locked rooms were first outed, and the sheer scale of the government data storage facilities were starting to come out. The only evidence was physical, we had none of the more recent disclosures to see what was really up. And they were pretty careful to discuss this as the potential, not proven reality. Sure they talked about the worst case scenarios. Given the near complete lack of real information about what was really going on and the since ruled unconstitutional “keep this data collection demand secret or else” letters the NSA would send to ISP’s.

Fair to say the NSA only filtered out domestic stuff after the court ordered it to? Or not?
