My step-father is over eighty and diabetic. Severe illness is unfortunately part of ageing, but he has diabetes and was not doing proper foot care, which started all this.

A diabetic not tending his special foot care requirements can usually expect to be gone before this time. I still feel very sorry for your mother, facing what she has. IMO, her only option is to let it pile up and then declare bankruptcy for health expense reasons.
