I heard a report yesterday, I think, likely on NPR — in which a poll was taken and 80% (or something like that) of the American public knew the slogan meant “restructure” not “eliminate.” And the other 20% are probably lost forever.
They aren’t lost forever — they live on the surface when it comes to news. “Restructure the police” — they would understand. Don’t use a slogan that desperately needs a translation from the literal words.
