And when Adams was president, I doubt Tommy J stiffened any of his policies. I particularly remember some disagreement on the Alien and Sedition Acts. (but that was was when the VP slot was for the runner up).

The VP office as we know it today, didn’t really come into being until the Truman and Eisenhower Administrations. IIRC, Truman didn’t even get national security briefings during the Roosevelt Administration. And Ike relied on Nixon to get some stuff done legislatively - in part, likely, because he was recently a member of both the House and Senate.

The practical and technical role of the VP are quite divergent. Practically, they are now part of the administration. But technically, by the language of the constitution, they are really part of the Senate, with a very, very limited role.
