But it doesn’t always indemnify the company doing the outsourcing from culpability, either legally or in the court of public opinion

True, but companies generally THINK it will, which is why they commonly fall back on that strategy.

For example, awhile back I remember a story about Comcast tech in a Comcast van doing some improper things and getting busted for it. Comcast said it wasn’t actually their problem because this was a third party contractor that worked on behalf of Comcast. They just cut the cord with the contractor, gave themselves a pat on the back and resumed business as usual.
