I was just reading about that last week in a favoured book of mine; The March of Folly by Barbara Tuchman
The book is about people in power who, despite many warnings, act against their self interest and the power of the polity they lead. She traced the history of three egregious examples; The Renaissance Popes (which included a Borgia and a couple of Medicis), Britain leading up to The American Revolution, and America in Vietnam.
If she was still around she’d probably be penning a chapter on Trump.
