It’s not that they can’t, it’s that they don’t want to. Their small cars compare unfavorably to foreign brands, and while they sell enough of them to keep them in compliance with CAFE standards, they have to run a razor-thin margin to make any money. As soon as the tightening noose of CAFE was backed down by the Trump EPA, they literally couldn’t shut the production lines down quickly enough.

How can that be remedied, though? Are we just stuck with US companies not being able to make cars unless the economy is good?
