They’re saying that because PP is funded in other ways, that it’s not defunding it. It’s narrowly true for one way of looking at it, but misses the main point: Without those funds, PP would have to close a lot of clinics. It’d certainly hurt PP and make them smaller. Whether it’d be enough to critically doom them— maybe, maybe not.

In the context of a campaign for a federal official, any non-federal funding seems entirely irrelevant. If Romney wishes to have no federal dollars go to Planned Parenthood, in every meaningful sense he wishes to defund Planned Parenthood.
