It’s saying that we have no clue how this wall thing will be implemented, and that natural borders like rivers and mountains and deserts will be part of the wall.

There was a John Oliver segment a while back about this, where the border was so convoluted in parts where the Rio Grande bends in places, that you could conceivably have US territory cut off from the US.

The river flow is determined by treaty, as is the border itself. The whole notion of a fence would mean the US effectively ceding territory to Mexico to build the wall, since there’s no way Mexico will go for having a wall they don’t want and certainly wont pay for, on their territory (and losing territory/access to the river that is the official border).
