Well, being in an enemy command post and directing operations does make one an enemy combatant. Times have changed. In the past just being in a Japanese pillbox firing at American soldiers didn’t require presidential approval for troops to return fire. today these decisions come straight from the top.
I’d like a clarification. Nobody is necessarily advocating for a need for presidential approval to return fire in a firefight, which seems to be what you’re saying here. The question is more targeted assassinations, I thought?
