I heard about this a day or so ago. Save me from reading the whole thread —has it been determined that the VA actually has jurisdiction in this area? Meaning, without adjudication, the VA can arbitrarily decided which veterans can and cannot own a firearm?

Sorta.

What the VA can do is say, “This individual is mentally incompetent” and then turns that into the background check files. If the background is checked it the vet will come up negative.

That block can be removed by having a qualified mental professional conduct an examination and getting the statement pulled. That requires, of course, not only passing the exam but that the pro knows of the block and submits the paperwork to have it reversed.

So it’s not a direct prohibition, it’s not completely arbitrary, and it can be overturned. But it is a block, it’s basically their (medical professional) word, and the subject isn’t told of the block’s existence.
