Wouldn’t it be more humane (but granted more awkward) just to insist that if brother and sister couple want to get married she has to get her tubes tied or something?

If you’re going to do that, you leave open a very slippery slope for forcing the sterilization of people with all sorts of minor problems that might afflict their children.

Also, whatcha gonna do if siblings just shack up?
