I did note that Texas uses a lot of electricity given its population — 59GW of electricity consumption is about what France uses in winter with a population of about 67 million people whereas Texas has about 35 million people living there. Perhaps it has a lot of energy-hungry industries?

And likely, France probably make energy conservation a major priority in its national planning. Unlike Texas, where “conservation” seems to be considered a borderline obscenity….

Though one probably doesn’t get many blizzards in St. Tropez or Cannes…
