The thing is, if the plan goes National it undermines what the GOP is trying to accomplish. It only works if they can cut votes in half in Democratic majority states while the keep all the voted in GOP majority states.

Actually, if the GOP were to propose to do this nationwide, it would be a superficially fair proposal (all states treated equally) that would still have resulted in a GOP victory in 2012.
With EVs going by congressional district, the House and the presidency would pretty much always go the same way.
Thus, this nationwide idea is more dangerous than the nakedly opportunistic business of splitting the EVs only in GOP-run blue and swing states.
