I’m unsure what you are talking about here, the French state never bombed Algiers.

It did much worse things, which were explicitly terrorist, in reaction to the bombing of Algiers, both by Algerian independence fighters and pied noir counter indépendance fighters off the OAS.

Gen Massu and company did their terror at the retail level.
