If you are going to put one tank under the other I would look into an overflow type system. They are common in marine aquariums because saltwater tanks are often run with a sump. Your local pet store might even have the equipment in kit form.

But just be real careful and do your research. You don’t want to end up with 60 gallons of water on the floor.

I used to urn a 100 gallon tank with sealed canister filters underneath. I had to watch carefully for seals, gaskets etc. Used a two headed pump designed for a film developing studio to move the water. Heck I even made one of the canisters do double duty by enclosing the heater to get it out of sight.
