This actually makes a lot of sense. The Assad gang would have everything to lose, and practically nothing to gain, from a chemical weapons release, especially on the small scale so far alleged. The rebels, on the other hand, would have little fear of western intervention. They are a loose and very diverse coalition of different groups. It would be very difficult to locate and identify the actual perpetrators, let alone attack them. A rebel group that had managed to acquire such weapons might well believe they could be safely used to gain a tactical advantage in some crucial situation.
