Roads are mostly damaged by heavy vehicles (think big rig trucks, etc.) Weight is by far the most important component. The ‘fair’ way to tax this from a maintenance standpoint would put trucking companies out of business. I don’t know what the best answer is; it’s a complicated problem.

Don’t trucks pay significant road taxes? Maybe not enough to pay for the damage, but I’m not averse to subsidizing the trucks that bring my stuff to stores near me.
