IIRC, episodes of Cops or similar documentary shows have included rare situations in which cops do shoot at fleeing cars. They usually go for the tires with shotguns. Then there are the two newspaper delivery ladies in LA who had their SUV aired out.

Maybe cops in some places do try to shoot out tires, but I’ve never seen it except in the movies. Sounds like yokel-town behavior, not the kind of thing one expects of a professional police department. Those eight officers who lit up the two women in the Dorner hunt were disciplined, and the city ended up paying the victims millions in a settlement.
