The assertion by Cooper is just wrong. It’s AGs and local prosecutors who “press charges”, the FBI works with the prosecution to provide evidence.

Any prosecutor into whose jurisdiction this may fall could charge Flynn.

But if the FBI doesn’t refer the complaint, how would a prosecutor file a charge?
