Oh, I don’t know…I’m hopelessly confused.

I read something, somewhere, that there’s a run off if nobody gets a clear majority, but that there’s also a recount provision if the vote tally is within a certain margin of a clear majority, in order to make sure whether the run off is needed or not. But I don’t know if that’s right or if I’m not remembering it right
