Rhode Island is the one weird one in that last list.
From the beginning, I have been skeptical of case counts. Many, especially those with mild symptoms, never get an official diagnosis, unless they are in situations that require testing. Certain states do not make it convenient for those who suspect illness to get a test. Per worldometer, Rhode Island has the highest number of tests administered per 1 million in the nation; it is not surprising that the state shows up in the top 10 for cases.
