I think there’s also the concern that CEO’s of failing banks might return the TARP money to protect their bonuses even if it sinks the bank. I wouldn’t put this past them.

It wouldn’t be the CEO’s call alone. there would be too many people at the bank involved to authorize such a call, just as there were many to authorize accepting the monies. Same with GM and Chrysler.
