If you lose 30% of an operational unit, that unit is likely almost useless. It of course depends a lot on what exactly has been lost, but individual elements aren’t interchangeable and it’s not like your phone battery that works fine until you hit 0%. There are rules of thumb for this sort of thing. It also tends to affect morale a bit, which gets you into a death spiral (pretty literally).
