Actually Bevin is taking about trying to increase revenue to shore up the pension system for state employees, one of the worst funded in the nation. As you might expect, GOP legislators aren’t real excited about the thought of raising taxes.

Editorial: If Bevin’s tax reform follows Kansas, we’re sunk:

The governor has asked law firms to submit bids on writing a new tax code for Kentucky with a delivery deadline of late September.

There is no way that reforming the state tax code can be accomplished in a short special session. It is a complex, controversial task with intense political volatility.

Bevin and other Republican leaders have embraced the GOP’s national playbook which promotes lower income taxes and higher sales taxes, also known as consumption taxes.

That was the approach used in Kansas a few years ago. Today that Republican state is facing a $1 billion revenue shortfall.

That’s $1 billion with a “b”.
