As per the National Popular Vote Compact, since there isn’t any way the Electoral College will be eliminated.

Even then, territorial citizens don’t have the right to vote (though they may run for President).

Whether or not the EC CAN BE eliminated is not relevant. If we elected by direct popular vote, there’s no reason citizens in the territories couldn’t vote in that election.
