Here is the process now for Puerto Rico:

Of the non Blank ballots, Statehood won by better that 1.5-1.

Statehood got 330k+ more votes than the next largest vote group, the doofuses who left it blank. Think the chance for the 50 star flag’s survival are shaky.

The US Army Institute of Heraldry, which is the official designer of US flags, has prepared flag designs with up to 100 stars. This is the 51 star version:
