I think there’s misconception. Now I could be wrong, but if I recall correctly, none of the candidates are talking about a free ride to U Penn, UCLA or any other university. I believe they’re talking about junior college where there are no associated costs like housing, et al.

Countries that offer students a completely free university education also make it substantially harder to get into those universities. The college entrance exams are killers, requiring a lot more knowledge of content than the SAT or ACT.
