I’d say part of the reality for why we’ll never have an “audit-ready” defense budget is because we’re so dependent on private contractors for the bulk of the military’s jobs that we’re never going to get realistic numbers. You’re never going to get private companies to admit that they’re billing the DoD for things they didn’t do, jobs they only half-finished, or “repairs” that were unnecessary.

Totally forgot: the defense industry is a jobs program, designed to keep people employed at relatively high wages, doing something that isn’t particularly useful.
