The problem here is the breadth of the wave; it’s not like a normal three foot high wave that breaks and immediately recedes. It’s more like the entire ocean suddenly gets three feet higher, and stays that way for a while.

Isolated bays had up to six feet of water. And remember, the first wave is often not the biggest.
