IMHO it was a stupid way to spend money and he shouldn’t have done it without proper permits, however Big Sur isn’t a national park, the area was privately owned, but still under the jurisdiction of the Coastal Commission and the County.

Redwood Nat’l Park is up near the Oregon border. Big Sur is south of Monterey.

I’m not sure about the provenance of the photos, but at least one source has said the “before” picture is actually the venue after the construction was returned to its original state.

Corrected the location, but the location effected was still under environmental protection according to the California Coastal Commission.
