This photographer was breaking no laws, and these cops had no basis whatsoever to detain him.

This looks like a classic “contempt of cop,” scenario.

I hope this photographer sues the LAPD over this.

And yet he gave them the excuse by refusing to identify himself. If the cops ask who you are, you’re obligated to give them a name. If they want a photo i.d., just tell them you aren’t driving. Technically that’s true. You aren’t driving at that moment. And if you aren’t driving at that moment, they don’t have any right to demand you show them a driving license.
