He is a principal witness. Unless, of course, you subscribe to the theory that the purpose of a grand jury is only to indict ham sandwiches and not determine if there is probable cause to go to trial.

Generally speaking, that is exactly what grand juries do. They indict at a very high level if the prosecutor provides enough information that a case should go to trial. An unarmed kid was killed. Personally, I think anything relating to police actions like this should not be done at the local level - anywhere - because they are too close to the police and are politically fucked no matter what they do.
