No, she is serious. She has been part of the religious right circle for a long time now. Even before her big coming out after Obama was elected, my Dominionist religious right mother in-law had seen her speak at a church and talked about her sometimes.
Apparently Victoria’s parents are both born again extreme fundamentalists who brought Victoria up in a very fundamental atmosphere. She kind of got away from it for a little while but eventually got back into it several years ago.
