I’d like to know the whole story.

Hot pursuit is a legal compact that does allow cross border pursuit. I’d hate to think we arrested a cop who was doing his duty fighting crime.

It is a very short article. Sounds like the Mexican fellow didn’t suffer much in the way of consequences, if being “processed” is not painful.
