If I were really cynical, I would note that a force built around intelligence, special operations, and precision strike might be expensive relative to its size; but that size is small in absolute terms. That makes it unprofitable for a myriad of industries, ranging from service contractors like cafeteria managers to boot manufacturers, to the builders of the massed air wings and hordes of vehicles needed to support a large ground force.
