The constitution of the Republic of Texas explicitly prohibited members of the clergy from holding public office. In 1845, this was rejected for inclusion in the state constitution on the grounds that it would conflict with the First Amendment of the federal constitution. It would appear that these issues were better understood 167 years ago than they are today.
