Obviously, he’s never lived in the South. I hate to rag on my neighbors but there is a lot of residual prejudice still left here. Now and a hat tip to Lawhawk here but states and regions can be backed out of Section 5 if they show they’ve complied with the federal law. So this idea that it’s prejudiced against the South is silly.
