The point I am trying to make is that regardless of the law, in what ever country the perp is in. If (s)he wants to kill in large numbers, they will do so so. No law will stop them. It is a fact of life.

From the lone suicide bomber on Israeli bus to a rental trailer outside a Federal building, to a kid going on a rampage, they will do so. We can not stop them. They will find a way. Get used to it.
