If Michael punched the cop while the cop was in the car & then started to run away, as he must have, does the cop have a valid reason to shoot at him?

If the cop shot at Michael and Michael then turned around and for some unknown reason charged toward the gun, would the cop have been following protocol in firing at him?

Did the cop empty his weapon because the punch to the eye, if it indeed happened, angered him? I’m pretty sure anger isn’t a valid reason to empty your weapon, but I’ve been wrong before.

It seems that the sequence of events had to follow a very specific path to give the cop justification.
