Delaware, Montana, Oregon, and New Hampshire don’t have sales tax. Alaska allows sales tax to be imposed by localities.

Alaska budgets depending almost entirely on oil and gas taxes (mineral extraction taxes). So when the price for oil and gas drops, revenue falls off a cliff; and the only way to produce a stable budget situation is to look for other tax sources.

Delaware revenues come in large part from corporate/pass through filing fees.
