Countries that offer students a completely free university education also make it substantially harder to get into those universities. The college entrance exams are killers, requiring a lot more knowledge of content than the SAT or ACT.

I’m not opposed to making stricter requirements for free higher ed; like attendance and GPA maintenance, something to show they are actively participating and not just taking advantage.

And the cost of university is insane. The way it is now, education is for the wealthy. Instead of education being an equalizer, it’s another way of making those without the means to pay upfront indentured servants.
