They are not evidence in the sense that they can be used in court (other than circumstantial evidence). If the crime if incitement to murder were actually prosecuted, they could be used to obtain a search warrant against an ISP or Twitter.

They can be used in such things as a political campaign, an argument on the Internet, &c. They can be used to search for other egregious statements.

They may be used in court for all I know (I really don’t, LOL), but they will be worthless without an accompanying testimony by a credible source.
