Words have meanings. Did someone forget to include NOT or “No” when saying what could or couldn’t be going on with North Korea?

We are not discussing first strike.
We are not discussing limited strikes.
We are not discussing active military measures.

What I can believe that the admin (or any admin might do):

But we are implementing cyberwarfare and trying to undermine North Korea’s ability to sustain its economy through black market measures. We also want to subvert their industrial capacity to develop nukes.
