Him calling it the “lower 48” suggests he’s in Alaska, which leads me to ask the question: why the fuck would he care if there’s a border wall between the US and Mexico? Wouldn’t one between Alaska and Canada be more relevant to his life?

Most of the people demanding a wall don’t live in an actual border state, let alone have interacted with anyone who might be considered an immigrant, legal or otherwise.
