Reading an article about China in the Post ww-1 era. Woodrow Wilson was highly admired there, as was Western education and fahion.

So does this count as cultural appropriation?

I did a double take when I first saw that middle picture. The placement of that hat, especially the fur trim, creates… Well, an unintended secondary image, let’s put it that way.
