What they meant by people were white men who were required to “sign up” for militia duty and attend periodic musters instead of having a standing army. That’s the historic context for the 2nd amendment.

Which was found to not work out so well in the War of 1812 when the militias ran more than once when facing British regulars again. Which led to the President’s Mansion in Washington, D.C. getting burnt out. After which they painted it white to cover up the scorch marks.
