Which why many states (sorry, no idea which ones they are) offer a “non-driver ID”, or something similar, for their dedicated-pedestrian residents who want/need an “official” identification document.
And IIRC (cites appreciated), some states that have enacted voter-ID requirements have been forced to provided (free) ID for otherwise non-driving voters. And yeah, that “poll tax” issue is a fairly settled one.

Alabama was forced to offer State ID to non-drivers when they passed our voter suppression law. You get the card at your local DMV. Then they closed most of the DMVs in many counties with the largest Black populations. As an economy measure.
